The results of our work indicated that the City of Austin’s ethics structure consists of controls dispersed throughout the organization that serve the three functions of prevention, detection/investigation and correction of unethical behavior among City employees and officials. The City of Austin has many elements in its ethical structure many of which are also found in the ethics structures of the cities that we surveyed. However, it is important to note that a structure alone may not prevent ethics or integrity violations. Integrity violations may still occur, for example, in cases where the officials in an organization override controls. The Office of the City Auditor is part of the City of Austin’s ethics structure and over the years we have participated in its design. Therefore, we are not independent of the structure. As such, the scope of the work performed does not constitute an audit under the Generally Accepted Government Auditing Standards (GAGAS). Because of the independence impediment, we make no evaluation of the ethics structure and offer no recommendations in this report.
