Stephen Morgan is Recognized for Outstanding Contribution to Public Service

The American Society of Public Admininstration presented Stephen Morgan with the Harry Hatry Distinguished Performance Measurement Practice Award in March 2002. This award was given to Mr. Morgan honoring his lifetime of outstanding contributions to public service.
Mr. Morgan was the fourth annual recipient of this award.
Criteria used by the ASPA in selecting the annual winner of this award include:

Outstanding teaching, education, training, and consultation in performance measurement that made a significant contribution to the practice of public administration
- Must have spent the primary part of his/her career in public service
- Made outstanding contributions on a sustained basis rather than a single accomplishment
