Office of the City Auditor: Outreach

The Office of the City Auditor believes that it is important to not only do our job well, but also participate in, and contribute to, professional and training organizations, as well as community services. The following are examples of some of the things we do.

Participation in Professional Organizations
Staff from our office actively participate in several professional audit organizations, including the Association of Local Government Auditors (A.L.G.A.), the Institute of Internal Auditors (IIA), the Government Accountability Office’s Intergovernmental Audit Forums, and the Association of Certified Fraud Examiners. City Auditor Stephen Morgan was recently reappointed by the U.S. Comptroller General to the Advisory Council on Government Auditing Standards. He actively participates in the Institute of Internal Auditors; his offices have included president, Austin Chapter; member of the Internal Auditing Standards Board; and chair of the International Government Relations Committee. His current offices include Chairman of the IIA’s North American Board, member of the IIA’s Global Finance Committee, and North American director representing over 140,000 internal auditors. In 2005 he received the Austin Chapter's Practitioner of the Year award.

Other OCA staff actively support the auditing profession by chairing or serving on boards of directors and committees of professional organizations, including the Southwest Intergovernmental Audit Forum, the Austin Chapter of the National Association of Black Accountants, the Austin Chapter of the IIA, the Austin Chapter of the Association of Certified Fraud Examiners, the Austin Chapter of the American Society for Public Administration (ASPA), and the Urban and Regional Information Systems Association (URISA). In addition, OCA staff presented at conferences and trainings sponsored by the IIA, ASPA, the Association of Certified Fraud Examiners (ACFE), the Association of Governmental Accountants (AGA), Texas State University, and the Texas State Auditor's Office.

Training
Stephen Morgan, City Auditor, has been conducting training for federal, state, and local government organizations since 1991. He currently instructs the following courses:

  • Performance Measurement for Auditors
  • Performance Measurement for Managers
  • Auditing Performance Measures and Results
  • Performance Accountability for Government Managers
  • Risk Assessment and Audit Planning

Volunteer Activities
The Office of the City Auditor has continually been involved in a variety of activities that benefit our community. We have adopted families and assisted them during the holiday season, served as mentors for area school children, and staffed the City's annual holiday display, "Trail of Lights." Our office also has one of the highest percentage participation rates in the annual City of Austin Combined Charities campaign.
