What Happens Over the Next Two Years
This is a big process! We have two years to lay out a vision for what we want Austin to be in the future and choose what path we take to get there. To make it manageable, we've broken it down into three phases.

Phase 3: The Comprehensive Plan
Developing the plan document
The Draft Comprehensive Plan will define specific strategies and actions to implement the plan framework. While the Plan will address the elements required by Austin's City Charter, interrelationships between the different elements will be emphasized. A fourth and final community forum series will be held for the people of Austin to review the plan and identify priorities for implementation. Learn how to Get Involved!
Once we have established a framework for the plan, technical working groups, combining stakeholders from the public, technical experts, and partners from other jurisdictions, will begin working on developing the policies to fulfill the framework's objectives.
Adopting the plan and moving toward implementation
After the Draft Plan has been reviewed by the public and out partners, it will move into the process of being adopted by City Council, including further public hearings by Council and Planning Commission.
By the City Charter, the Comprehensive Plan must, at the least, address the following ten elements:
- A future land use element
- A traffic circulation and mass transit element
- A wastewater, solid waste, drainage and potable water element
- A conservation and environmental resources element
- A recreation and open space element
- A housing element
- A public service and facilities element,
- A public buildings and related facilities element
- An economic element for commercial and industrial development and redevelopment
- A health and human service element
The Comprehensive Plan will also include guidance on:
- How the plan will be implemented through specific actions
- How the plan relates to Austin's existing Neighborhood Plans
