Homeless Resource Center
Summary
The Resource Center for the Homeless is a program that provides services to
persons who are homeless or at imminent risk of becoming homeless.
Status
Under the auspices of the Community Action Network (CAN), the City and County
are currently negotiating a contract with Helping Our Brothers Out, Inc. (HOBO)
to provide services through the Homeless Resource Center (HRC) from
January-March 1997. The City and County will issue a Request for Proposals
(RFP) for the operation of a Homeless Day Resource Center for the remainder of
the calendar year (April-December 1997). The RFP is expected to be issued in
January 1997.
Issues
Downtown merchants and businesses initially objected to the City leasing this
facility to Helping Our Brothers Out, Inc. (HOBO). The expressed concerns about
security, and that the presence of this facility would discourage further
business development in the area because the number of homeless persons
frequenting the area would increase. HOBO's lease with the City was made
contingent upon HOBO taking reasonable steps to address these concerns.
Description
Services provided by the Resource Center for the Homeless include case
management and supportive services designed to provide assistance to eligible
clients. Assistance includes clothing, haircuts, use of the telephone and
message services to facilitate empIoyment and access to a variety of services
and facilities, including mail, laundry, bathroom, shower and temporary storage.
