Downtown Parking Study

Summary

The Mayor's Mobility Task Force (MMTF) recommended in their Report to the Mayor, December 18, 1997, that a comprehensive parking vision and plan be implemented. The Citizens Planning Committee made a similar recommendation in their final report of September 1997. To implement these recommendations, consultants will assist the City of Austin to develop a comprehensive study and parking management plan for the downtown area.

Status

A Request for Qualifications was issued February 26, 1999. Seven responses were received and reviewed. A recommendation will be forwarded to the City Council in May.

Issues

Funding for the study is limited. Some desirable services may need to be curtailed or eliminated. That decision will be made during negotiations with the selected consultant.

Description

This project will develop a comprehensive study and parking management plan for the Austin Downtown Area (see map). The consultants will also perform a preliminary assessment of parking needs related to 4th, 5th, 6th, 7th, 11th and 12th Streets east of IH 35 to Chicon St. and recommend whether there is a need for more detailed study. If funding is available, the study area will include S. Congress Avenue from Town Lake south to Oltorf St.

A Scope of Work was written with participation by the Downtown Austin Alliance (DAA) and the Capital Metropolitan Transit Authority. The study will include information on the location, size, fees, and policies for off-street parking facilities and curb parking located within the downtown area. A thorough review of current programs and government policies that affect downtown parking supply and demand will be done. Estimates will be made of current demand for parking. And projections will be made of parking demands over the next five years. The consultant will make recommendations for strategies and policies that could affect parking supply and demand.
