Waller Creek Flood-Management and Water Quality Improvements

Summary

A 1996 study developed a flood-management plan for the lower Waller Creek watershed (E. 15th to Town Lake). A water quality master plan for the entire Waller Creek watershed was also prepared. Architectural review of the proposed improvements was conducted to ensure compatibility.

Status

Funding for the project was approved by Austin voters on May 2, 1998. On September 25, 1998 the City issued a Request for Qualifications for selection of the project design engineer. Evaluation of the eight qualification statements received and interviews of five of the applicants have been completed. The Austin City Council awarded the engineering services contract to the Brown & Root, Inc. / Espey Padden, Inc. Joint Venture on January 20th. The engineering services contract will be presented to the City Council on May 20, 1999 for approval. The preliminary engineering will begin in June 1999.

Description

The tunnel will be 22 feet in diameter, 5,500 feet long and will intercept creek flows in Waterloo Park below 15th Street and discharge to Town Lake. The project will remove 42 commercial and residential structures and 12 roadway crossings from the 100-year floodplain.

The natural baseflow (the sustained flow in a stream) of Waller Creek will be preserved and augmented by re-circulation of water through the tunnel, a water quality benefit. The diversion of flood flows will allow development along the banks which is currently prohibited by floodplain ordinance.

In addition, the project will include stabilization of eroding stream banks from Fifth Street to Town Lake to protect properties and also improve water quality.

Construction is expected to start in July 2001 and be completed in July 2003.
