Scattered Cooperative Infill Housing Program (SCIP II)

Summary

SCIP II is designed to redevelop an area between East 11th and 12th Streets and Branch and Navasota Streets into a revitalized residential community through the construction of 100 affordable housing units for low and moderate income families. The project is being implemented by the Anderson Community Development Corporation (ACDC) with Federal Community Development Block Grant (CDBG) and HOME funds. The project consists of 48 rental and 52 homeownership units and will be managed by the ACDC and monitored by the City of Austin Neighborhood Housing and Community Development Office.

Status

The SCIP II project, bounded by E. 12th and Juniper Streets on the north and south, and Branch and Navasota Streets on the east and west, is currently well underway. The City Council previously approved $4,416,000 to revitalize the area in concert with the Austin Revitalization Authority's focus to provide revitalization and economic development along the East 11th and East 12th Street corridors. Eleven single family detached houses have been built and were sold to income qualified buyers. Construction has commenced on five additional units on Olive Street and construction is anticipated to begin on an additional 16 units within the next 30 days, pending permit approvals and relocation of the "Pink House" to the Juniper Street Historic District. Several components make up the SCIP II project in addition to the 100 units of new residential construction, such as upgraded storm drainage lines, preservation and relocation of historically designated homes in the area to the Juniper Street Historic District, a proposed vacation of Waller and a portion of Olive Street and the economic development of light retail within the Juniper Street Historic District. As the sponsoring non-profit community based development corporation (Anderson Community Development Corporation (ACDC)) is successful in negotiating acquisition of parcels located in the project area, it is anticipated the site map will change from time to time over the course of the build-out of the units.
