Resource Center for the Homeless
Summary
The Resource Center for the Homeless is a program that provides services
to persons who are homeless or at immenent risk of becoming homeless.
Status
The City was awarded a $38,000 Community Services Emergency Homeless
Grant Program (EHP) grant from the Texas Department of Housing and
Community Affairs (TDHCA). This grant was to be used to renovate
additional space to expand services at the Homeless Resource Center
(HRC) to add an optometry clinic, a supervised day room for homeless
children and two exam rooms to enable the Austin/Travis County Health
and Human Services Department to expand clinic services which are
currently only offered at the HRC on a very limited basis.
Issues
Downtown merchants and businesses initially objected to the City leasing
this facility to Helping Our Brothers Out, Inc. (HOBO). They expressed
concerns about security, and that the presence of this facility would
discourage further business development in the area because the number
of homeless persons frequenting the area would increase. HOBO's lease
with the City was made contingent upon HOBO taking reasonable steps to
address these concerns.
Description
The Resource Center for the Homeless is located downtown at the corner
of San Antonio Street and W. 2nd Street. Services provided include case
management and supportive services designed to provide assistance to
eligible clients. Assistance includes clothing, food, haircuts, use of
the telephone and message services to facilitate employment and access
to a variety of services and facilities including mail, laundry,
bathroom, shower and temporary storage.
