Waller Creek Flood Management and Water Quality Improvements Study

Summary

This study developed a flood-management plan for the lower Waller Creek watershed (W. 15th to Town Lake). A water quality master plan for the entire Waller Creek watershed was also prepared. Architectural review of the proposed improvements was conducted to ensure compatibility.

An 18-foot diameter tunnel from 15th Street to Town Lake, under Trinity Street, is proposed. The tunnel will divert flood flows from Waller Creek and will provide limited water quality improvements. The proposed project will include pumping of water from the tunnel to Waller Creek at 15th Street to increase base flow. The estimated project cost is $16,800,000. The project's benefit/cost ratio under current conditions is 0.50.

Status

The final report has been submitted. The project will be listed as an unfunded potential C.I.P. project. Employees of the Watershed Management Department have reviewed the project with the U.S. Corps of Engineers. COE funding is unlikely, given the low benefit/cost ratio of the project.

Description

The study includes the costs and economic benefits of the flood management and water quality plan. The project is not funded. A future bond election would be required to fund the project.
