NHCD Información en Español Comprehensive Housing Market Study The City of Austin's Neighborhood Housing and Community Development (NHCD) Office issued a Request for Proposals (RFP) in April 2008 from research firms or individuals qualified and experienced in housing market data collection and analysis. One important goal of the market study is to research housing trends in Austin to help determine housing needs now and in the future. NHCD contracted with BBC Research & Consulting of Denver to prepare the Housing Market Study. A variety of community efforts called for a comprehensive analysis of the Austin housing market. The study is one of several recommendations made by the Affordable Housing Incentives Task Force (AHITF) and identified as an important planning tool by the General Obligation Bond Oversight Committee and the African American Quality of Life-Neighborhood Sustainability Subcommittee. The Austin City Council passed Resolution 20070607-059 supporting the AHITF recommendations, specifically to conduct a housing market study, and included funding in the FY2007-08 budget. The BBC study fulfills these commitments. In addition, the BBC study fulfills the requirement for the City to prepare a housing market analysis and needs assessment for low to moderate-income residents every five years to receive grants from the U.S. Department of Housing and Urban Development (HUD). The FY 2009-14 Consolidated Plan needs assessment is underway with a final report due to HUD on August 15, 2009.

BBC Research and Consulting was selected by competitive purchasing rules, and Council approved the contract award on August 7, 2008, which was executed in September 2008. Stakeholder meetings were led by BBC with more than 100 stakeholders and key person interviews contributed over the course of the study.

The Housing Market Study was presented to the Austin City Council on March 5, 2009.

City launched Comprehensive Housing Market Study Survey

The City of Austin launched an online survey Monday, November 3, 2008, as part of its Comprehensive Housing Market Study to better understand the characteristics of Austin's residential market.

The survey focused on affordability needs now and through the next two decades. The Comprehensive Housing Market Study was overseen by the Neighborhood Housing and Community Development Office and was being conducted in part by BBC Research and Consulting, a firm that specializes in housing market evaluations. The firm's expertise lies in housing market supply and demand modeling, affordable housing needs assessments; and housing needs studies for special needs populations.

The online outreach was one of several components of the community input process. The process included:

• Telephone surveys to target a statistically significant number of Austin residents to better understand their housing needs, capture housing preferences and identify opinions about the greatest needs in their neighborhoods.
• Stakeholder focus groups to assist in identifying solutions to housing issues in Austin.
• Public meetings November 17 through 20 to gather perceptions of housing needs as well as to test housing preferences. The public meetings also served as an opportunity to present findings from the study and share recommendations to better meet housing needs.

City approves BBC Research & Consulting for Housing Market Study

The Austin City Council approved Agenda Item #42 Thursday, Aug. 7, 2008, which authorized execution of a contract with BBC Research & Consulting, a firm based in Denver, Colorado. The firm will assist in developing the City of Austin’s Comprehensive Housing Market Study. The City of Austin's Neighborhood Housing and Community Development (NHCD) Office issued a Request for Proposals (RFP) from research firms and consultants qualified and experienced in housing market data collection and analysis to conduct the Comprehensive Housing Market Study. Funding was approved for the study in the NHCD’s Fiscal Year 2007-2008 Capital Budget.
