The water treatment plant at 600 W. Cesar Chavez St. opened in 1925 and was Austin's first water treatment plant. In 1969 the plant was named in honor of Thomas C. Green, the plant's first chemist.
In August 2005, Austin City Council approved the relocation of the Thomas C. Green Water Treatment Plant. The plant will be decommissioned starting in 2009. The planning stages for the redevelopment are in progress.

Negotiating Agreement
On June 16, 2008, Austin City Council approved a resolution authorizing the City Manager to:
(1) negotiate and execute an exclusive negotiating agreement with Trammell Crow/Constructive Ventures, Inc./USAA; and
(2) negotiate an agreement with that developer, for the sale and redevelopment of the Green Water Treatment Plant and Energy Control Center.

The City of Austin issued a Request for Proposals (RFP) for the redevelopment of the Green Water Treatment and Energy Control Center sites on March 4, 2008. It closed on April 30, 2008.
