Instructions for registering and renewing your TCEQ Backflow Prevention Assembly Tester license with the City of Austin
To test backflow prevention assemblies in the Austin Water Utility distribution area a tester must:
- Have a current Backflow Prevention Assembly Tester (BPAT) license issued by the Texas Commission for Environmental Quality (TCEQ) on file with the Austin Water Utility's Special Services Division(SSD).
- Have a backflow test kit (test gauge), that has been checked for calibration within one year, on file with the SSD (see list of approved backflow gauge testing companies).
Registration or re-registration must be done in person at the Water Protection Group office of the Special Services Division of the Austin Water Utility, located at:

To register, or re-register, your BPAT license and test gauge:
- Have with you:
- Your current BPAT license
- Photo identification
- Your test gauge along with it’s current certificate of calibration(see list of approved backflow gauge testing companies).
- Fill out a BPAT application form
- A Water Protection Specialist will:
- Photo copy your BPAT license, photo ID and gauge calibration certificate
- Enter your BPAT license and gauge registration in the Water Protection data base.
- You will receive instruction on:
- How to correctly fill out the Test and Maintenance Report (TMR) forms
- How to access the Water Protection Group web site for information, forms and more
- How to submit TMRs in person, by mail, by fax and electronically
- How to re-register next time
TCEQ requires BPAT licenses to be renewed every three years. A new BPAT license must be re-registered with the SSD each time the license is renewed. Gauge calibration checks must be done annually and calibration check certification forms must be submitted to the SSD.
