According to the Texas Commission on Environmental Quality, the segment of the Colorado River to which the City of Austin's (City) various wastewater treatment plants discharge is designated for exceptional aquatic life use, contact recreation, and for use as a public water supply. These designated uses mean that the City has to meet extremely stringent water quality standards -- standards that would otherwise be unattainable were it not for the combined efforts of a multitude of businesses and their strict control of the quality of the wastewater that they discharge to City's sanitary sewer system. The Excellence in Pretreatment Award is awarded to those Significant Industrial Users (SIUs) connected to the City's sanitary sewer system that have distinguished themselves for consistently meeting all applicable local, state and federal pretreatment standards and requirements.

Meeting the specific award criteria is no accident. Meeting all effluent quality standards typically requires more than just a properly designed, operated and maintained pretreatment system. A Carefully designed and executed slug control plan and pollution prevention strategy are also very important, requiring training and active participation throughout the organization. Significant time and attention must be devoted to address all permit prescribed self-monitoring and reporting requirements. Compliance is also determined through unannounced sampling and inspections by City staff. Thus, those SIUs that have met the Excellence in Pretreatment Award criteria have rightly earned and deserve the awards.
